Step #3 - Lay Out Your website
One of the easiest ways to lay out your website is to start with blank sheets of paper. Each sheet should represent a page of your website. On each sheet decide what content should go on it.

After you have all of your content sheets organized you will then need to decide your navigation system. You can do this by simply organizing the pages that represent the website pages and on then on a single sheet of paper Make a Main category list that might represent the menu bars and under each main category list the pages that should be linked to it.

Menu items
The website menu is a part of the main navigation system (how to get from one page to another page within the same site) of your website. The menu items are basically links displayed in a graphic or text style that when clicked on it will lead a visitor to a different section of the page or a different page all together.

Most menus are located in four main areas of a website: top, left or right sides and bottom. Sometimes informational sites may also have sub menus that lead to resources that you might want your visitors to view.
